國(guó)家氣候變化專(zhuān)家委員會(huì)副主任、中國(guó)社會(huì)科學(xué)院學(xué)部委員潘家華同樣樂(lè)觀。他在演講中表示，面對(duì)2060年前實(shí)現(xiàn)碳中和的目標(biāo)，無(wú)需壓力過(guò)大。中國(guó)擁有時(shí)間差以及主動(dòng)權(quán)，具有后發(fā)優(yōu)勢(shì)，且具備學(xué)習(xí)、復(fù)制、放大、規(guī)?；哪芰?。中國(guó)的碳中和時(shí)間只會(huì)提前不會(huì)推后。

潘家華指出，中國(guó)在光伏、風(fēng)電、電池、電動(dòng)車(chē)領(lǐng)域均是世界第一，但并沒(méi)有相應(yīng)的國(guó)際話語(yǔ)權(quán)，這是因?yàn)槿痹瓌?chuàng)技術(shù)、缺核心技術(shù)，只有規(guī)模優(yōu)勢(shì)和成本優(yōu)勢(shì)。同時(shí)中國(guó)新能源產(chǎn)業(yè)不能只有硬實(shí)力，軟實(shí)力也亟待建立。目前中國(guó)新能源產(chǎn)業(yè)在國(guó)際上發(fā)聲不夠，參與規(guī)則制定不夠，做貢獻(xiàn)不夠，因此雖然產(chǎn)能第一了，但引領(lǐng)能力還不夠。

國(guó)家應(yīng)對(duì)氣候變化戰(zhàn)略研究和國(guó)際合作中心戰(zhàn)略規(guī)劃部主任柴麒敏在演講中稱(chēng)，現(xiàn)在全球正處在十字路口上，不管是全球治理，還是技術(shù)發(fā)展方面，都出現(xiàn)了越來(lái)越多“小院高墻”式的俱樂(lè)部機(jī)制和技術(shù)脫鉤問(wèn)題。我們應(yīng)該對(duì)長(zhǎng)期趨勢(shì)做一些謹(jǐn)慎的判斷。特別是對(duì)風(fēng)險(xiǎn)有足夠的分析和預(yù)期。

在此情況下，中國(guó)如何實(shí)現(xiàn)能源革命和經(jīng)濟(jì)“新增長(zhǎng)”？柴麒敏認(rèn)為，在這個(gè)過(guò)程中要做綜合、全面的考量。真正站在國(guó)家利益的角度，去平衡全球性的問(wèn)題，然后提出符合我們發(fā)展階段、具有中國(guó)特色的碳中和發(fā)展戰(zhàn)略的路線圖。

Pan Jiahua, deputy director of the National Expert Committee on Climate Change and a member of the Chinese Academy of Social Sciences, is equally optimistic.   In his speech, he said there was no need to get too stressed about achieving carbon neutrality by 2060.  China has the time difference and initiative, has the advantage of being a late mover, and has the ability to learn, copy, enlarge and scale up.  China will be carbon neutral sooner rather than later.  

Pan Jiahua pointed out that China is No. 1 in photovoltaic, wind power, batteries and electric vehicles, but it does not have a corresponding international voice, because it lacks original technology and core technology, and only has advantages in scale and cost.   At the same time, China's new energy industry can not only have hard power, but also need to establish soft power.   At present, China's new energy industry has not spoken out enough in the world, participated in the formulation of rules, and made insufficient contributions. Therefore, although it ranks first in production capacity, its leadership ability is not enough.

Chai Qimin, director of the Strategic Planning Department of the National Center for Climate Change Strategic Research and International Cooperation, said in a speech that the world is now at a crossroads. In both global governance and technological development, there are more and more problems of "small courtyard and high wall" club mechanism and technology decoupling.   We should make some cautious judgments about long-term trends.  In particular, there is sufficient analysis and expectation of risk.  

Under such circumstances, how can China achieve energy revolution and economic "new growth"?  Chai Qimin believes that in this process to do a comprehensive, comprehensive consideration.  Truly stand in the perspective of national interests, to balance global issues, and then come up with a roadmap of carbon neutral development strategy with Chinese characteristics in line with our stage of development.
