近日【光伏資訊】微信公眾號（PV-info）了解到，7月18日，廣東江門市新會區(qū)發(fā)展和改革局發(fā)布關(guān)于印發(fā)新會區(qū)推進(jìn)屋頂分布式光伏項(xiàng)目試點(diǎn)工作的若干措施的通知。

文件提出，推進(jìn)屋頂分布式光伏規(guī)?；_發(fā)。鼓勵(lì)工業(yè)園區(qū)、企業(yè)廠房、物流倉儲基地、公共建筑等建筑物屋頂，通過自建或合同能源管理等方式投資建設(shè)分布式光伏發(fā)電系統(tǒng)，鼓勵(lì)企業(yè)按照不少于裝機(jī)容量10%的能力配備儲能裝置。鼓勵(lì)光伏企業(yè)根據(jù)新會區(qū)工商企業(yè)特點(diǎn)，以建設(shè)方式、用電消納水平和光伏可安裝規(guī)模分類，科學(xué)合理制定光伏折扣電價(jià)合作模式。推動地塊出讓規(guī)劃條件落實(shí)光伏實(shí)施要求，鼓勵(lì)實(shí)施光伏建筑一體化示范項(xiàng)目。

對利用屋頂建設(shè)光伏發(fā)電系統(tǒng)的企業(yè)，光伏系統(tǒng)所發(fā)電量可以在其年度用能指標(biāo)中予以抵扣。光伏發(fā)電項(xiàng)目自發(fā)自用電量不計(jì)入階梯電價(jià)適用范圍，計(jì)入地方政府和用戶節(jié)能量，不納入能源消費(fèi)總量。

電網(wǎng)企業(yè)要簡化光伏項(xiàng)目的并網(wǎng)流程，優(yōu)化低壓并網(wǎng)配置，確保有效消納，保障屋頂光伏“應(yīng)接盡接”。

實(shí)施新建光伏項(xiàng)目財(cái)政補(bǔ)貼政策。設(shè)立光伏項(xiàng)目專項(xiàng)補(bǔ)貼資金，對新會區(qū)行政區(qū)域范圍內(nèi)已完成報(bào)批流程，于2023年1月1日起至2023年12月31日建成且首次并網(wǎng)計(jì)量的工商業(yè)屋頂光伏項(xiàng)目，經(jīng)屬地鎮(zhèn)（街、區(qū)）、工業(yè)園區(qū)審核后納入補(bǔ)貼范圍（黨政機(jī)關(guān)、國有及鎮(zhèn)屬企事業(yè)單位、村委會、公辦學(xué)校及醫(yī)院、商住樓、個(gè)人住宅物業(yè)除外），補(bǔ)貼對象為光伏項(xiàng)目的建筑物權(quán)屬單位或個(gè)人，按裝機(jī)容量一次性補(bǔ)貼，補(bǔ)貼標(biāo)準(zhǔn)為30元/千瓦。
